• Constant Stuttering and Low Framerate on All Games (GPU/CPU overheating?)

So I've had this problem for about a week, and what happens is that whenever I play a game (with 3d graphics), it either has extremely low framerates (Deus Ex 1 GOTY has 5-10 fps in fullscreen but it runs fine in windowed) or I the game freezes for a few milliseconds every 2-4 seconds. I've tried completely lowering the video settings, but I doesn't improve anything. The sound also stutters with the video. The games I've tried this on: Max Payne 3, Battlefield 3, Deus Ex: Human Revolution, Deus Ex 1, Just Cause 2, Splinter Cell: Conviction, Spec Ops: The Line, and GTA IV: EFLC. I think the problem may be with my video drivers, because I think (though I'm not sure) that these problems started after I updated the driver. It could also be that the temperatures of the GPU and CPU seems pretty high, although when I put my hand by the air outake, the air doesn't feel warm at all. I've also run CCleaner and cleared my drivers with Driver Fusion and reinstalled them. If the temperatures are high it could be causing the problem, you should try fixing that first. If the problem persists, roll back the drivers

There may be a lot of dust inside the computer, if there is, clearing that out should fix it, otherwise you may need better cooling

So I cleaned out my computer, there was a bunch of dust in the CPU heat sink and fan. Now I started the computer, and without opening any games, my temperatures are as follows: CPU: Core #0: 93-104 F Core #1: 80-98 F GPU: 102-105 F Could this just be a problem with CPUID and Speccy?
I just got a random slowdown after playing a few hours of skyrim, I opened CPUID and it had basically the exact same temperatures as before. The computer was also fairly unresponsive when I quit skyrim. I opened the task manager with CTRL-Shift-Esc and it took at least a few minutes to open and show the runner processes. I just noticed that the gameoverlayui.exe is still open despite the fact that I quit skyrim normally.
You should keep task manager open in the background, whilst the computer is running slow, you should be able to see a large amount of CPU or memory being used by an application which will be the cause of the problem
