There's always the risk of them getting stuck somewhere and putting the lives of rescue services at risk to go get them, or they could land somewhere really badly that might cause an accident or injury to themselves or others.

It is legal in some places or when you apply for a permit.
Jumping from random buildings is not only dangerous but you have to trespass areas to get to a jumping position in the first place. After that you probably endanger your own life and the life of others because your landing position is not secured or you land wrong.
Base jumping should be completely illegal if it isn't done with a permit and certain preparation.

Ya the chance for damage of property and injury to people is way too great

If they wanna endanger their own lives that's their perogative. Who are we to tell them they can't do that?
The line, as far as I'm concerned, is when it endangers someone else. If their jump would put an innocent party at risk, then the jump should be illegal, if it's only putting them at risk let them jump as much as they damn well please.

Base jumping in a city always puts other lives at risk, what if their chute fails? What about the rights of the owners of the buildings they're jumping off of? Do they get no say on whether or not people are allowed to use their building for high risk activities?
Besides, if you let this become popular eventually not so skilled base jumpers are going to end up ramming themselves into buildings and causing property damage.
Sure, they can base jump all they want, but they shouldn't be allowed to force other people who want nothing to do with it to be involved, such as the owners of the spire.

They can easily put rescue crews at great risk. So your line winds up being drawn very fast.

There are plenty of legal things in society that if they go wrong, rescue workers have to put their lives at risk.

Those things are usually legal because there are safety procedures put in place to minimise risk and injury.

Like others have pointed out, the building & the whole area around it is not meant for base jumping.
The only way you could legally base jump in a city is by getting a permission to do that, and a whole bunch of money spent on extra security and other preparations, notifying the emergency services and police of the event, people coming to watch it possibly, and so on and so on.
That'd be a lot of money and energy put into a single person doing something potentially dangerous in a dense city area, and not at all easy to manage for every base jumper out there wishing to do it, lining up for some government office date for a permission, instead of just smuggling in parachute equipment and doing it by yourself, hoping everything goes to plan.
So in a way, this parachute man didn't actually cause much if any losses or expenses for the city, minus maybe the police hunting & investigating him right now for something which resulted in [i]minimal[/i] expenses, albeit more dangerous, for performing such a stunt in a city, assuming he didn't injure himself, others or any piece of property during the entire timeline of the base jump from preparations to landing of course.
I hope he escapes.
To be honest he's not the first and won't be the last.
