It's a new Ibanez RG120 guitar with the stock strings, so I don't know if that has anything to do with it. But on the second and thirteenth frets on the E string, it makes a "twangy" sound as if the string were hitting something. It's most noticable on the thirteenth fret, and it almost completely prevents the string from ringing properly. Here's a sound file of every fret on the E string, then the second and thirteenth frets played a few times. Any help would be appreciated!
I think its just a fret buzz
Intonate it
If intonating it doesn't help, try heightening the bridge.
Dead frets we call 'em.

I've never intonated a guitar before, though I'm looking it up now. Would it be better to bring this to Guitar Center or something and have it done there or should I be a man and try to myself?

Maybe take the middle ground, and take it to Guitar Center and ask if they can show you how to do it yourself? That's what I would do, assuming I didn't have any friends who could show me how.
Just do it yourself. It's not much harder than changing/tuning strings.
it does need to be intonated but it sounds more like the issue is that the frets aren't level.
