This problem occurred after I put my PC into sleep mode as I normally do. When I came back and started it my 2 monitors would not detect input, so I restarted it, and it displayed until past the windows logo. After that my monitors don't detect input.
I slapped in another Nvidia GPU to see if my 580 was dead but the same issue occurred... However I'm able to get it to display in safe mode or when there are no display drivers installed.
I'm confused :S

Tried other slots and both 16x and 8x slots dont work however the 4x slot does. And I'm getting "USB over current status detected" error on boot.
Might be worth updating your motherboard firmware I guess, and I'm assuming you've already tried updated video drivers.
Beyond here I'm grasping for straws:
Perhaps you have some malware that messes with your display?
Maybe your monitor's EDIDs aren't properly being detected? ( I don't even think that's possible actually, it's late excuse me)
Can you try booting into a live linux CD to see if both monitors work properly?
In the 8x slot it comes up in a 600x800 window in the middle of the monitor and the fans on the GPU do not spin up. 4x the fans are slow but spin.
Faulty PSU maybe?

Possibly, I've never heard of a problem like this.
Flashed my bios and was able to get my GTX580 to run on the main pcie slot, however the fans are not spinning fast.
And then I see this:

It's jumping between 855/1710Mhz to 405/800Mhz and then back to 50/101Mhz at random intervals.
That's completely normal, the GPU is supposed to clock itself to its load. If you're not doing anything it'll downclock itself, and if you put some load on it it'll upclock itself. Here's the values mine clock at: [t]http://farmpolice.com/content/images/ca3e2858.png[/t]
It sounds like it working normally IMO, not sure about your fan speeds though.
It dips under heavy load, cant seem to be able to play mirrors edge anymore.
