Hopefully they will make it possible to play modded multiplayer without you having to designate the mods as official DLC in order to do it.

A senior producer at Firaxis said in an interview that they were going to support modded multiplayer, so hopefully that hasn't changed.

they played with mods in multiplayer today in a stream :v:
basically the host can just enable mods he wants in the game, and whoever joins it will automatically download those mods.

Thats great to hear, Civ has a good history of great mods and it would be a shame if it gets scrapped for no reason.

OpenTTD had the same system, ran into issues with illegal redistribution. The way around it was to implement a Steam Workshop-like system (years before Steam Workshop) which forced content creators to use only specific licenses.
Factorio went for the same system for the same reasons. And of course, Steam Workshop is a thing that most games use presumably again for legal reasons among others.

To be fair there was a lot of drama in the OTTD modding community. Maybe the legal threats were be far-fetched, but devs played it safe.
Good to hear, but I expected this- XCOM 2's mod support was pretty open too.
Definitely want to nab this game at some point.
