MacBook. It's white, it's under 1 grand(by $1 :v:). Not Win7, True, but it fits the bill, and it should survive a rampaging 11 year old, too.
Does she care about size?

Asus Eee PC 1215N. Long battery life, fairly lightweight and pretty good looking. It comes in Red, Silver and Black. I'd suggest the Silver as it would show fingerprints the least.
It's around $500. I wouldn't get a much more powerful laptop for an 11 year old, as you'd be getting it into the heavy and hot laptops with unnecessarily fast hardware. Flash games don't need an i7, the dual core Atom in the 1215N would be perfect and won't give her lap third degree burns.

I've had nothing but excellent experiences with my 1201T. The build quality is pretty good considering I bought it to the cottage and back all summer (Involves a 45 minute dirt road trip, then a five minute motorboat ride to get there) and I once needed to hike up the mountain with it and my BlackBerry to put Steam into offline mode and update Minecraft (Over a spotty 2 bar EDGE data connection I might add). I also bring it to school and back every day (20 minute walk through 20°C in the summer and -24°C around this time of year). It's no Thinkpad, but it's durable enough if you take care of it.
The trackpad is fine once the button breaks in after a few weeks, which was my main complaint when I bought it, the other being that glossy black plastic is a silly thing to have on something you touch regularly.
The screen size is just right and the keyboard has the exact same sized keys as my wireless Apple keyboard.
Keep in mind this is a 12" laptop, not those awful 8.9" things from the early days of netbooks.

I used a 1024x600 screen for 2 years. It's usable, though I regularly wished I had something larger (Word processing, viewing web pages, watching videos with a 16:9 aspect ratio, ect). I also encountered a applications that would be impossible to use with only 600 vertical pixels.
With his budget, I wouldn't be skimping on something as important as the screen.

They have some ridiculous deals on the new HP DV series at BestBuy right now.
They were very well built, had some nice hardware(3GB RAM, 2.2-2.6 GHz processor, mobility radeon) that should outlast the flash game phase and for only around $300 a pop. So you don't have to worry about her finding out it sucks in the end.
