New fans are obviously needed, though I was doing some heavy shit at the time anyways. My fans are from like, when I originally bought an alienware, around about 2001 or so.
Budget, I don't care, something reasonable at least, $700 about. Planning on playing Skyrim. I'm probably going to get it around Christmas because I don't have money worth shit, being utterly up to date and having everything maxed on ultra doesn't concern me, I just like getting it fairly high enough and smooth.

Bit torn between upgrading mobo or not.
If you dont get a Phenom IIX4 955 and an Nvidia Gtx570 (Or 560 Ti if you dont have to max Bf3)
If you do get an Core I5 2500k and an Nvidia 560ti + ddr3 memory.
You need around 500 Watts PSU of a good brand for this.
Alternativly you can also get an AMD 6950 instead of the 560Ti.
Just slap a 955, new cooler and a decent GPU (6850 or better) in there and you're good to go, going by your current specs your power supply should handle it fine and I wouldn't upgrade the motherboard just yet as there's just no point.
With $700 I'd recommend spending $300-400 and saving the rest for a future intel build (going by what we currently know), a 955 and 6850 or better is still a very capable machine and will definitely eat Skyrim on high/ultra.

I'd go with this, $370.
I personally don't upgrade enough to know shit. In other words, you can call me a member of the "Semi-computer illiterate". But looked up Nvidia Gtx570 and it looks well enough, if I get this, I'll maybe get a cooler as well.
With Nvidia Gtx570, anything else I could do?
Also, as said on op, I'm getting some weird defects, but have no idea whats quite going on. It seems a little on/off, and doesn't seem to appear in games, probably bad wiring, I don't know. Happens with images, web pages, and videos, I have Verizon Fios, and as said, its on/off, has periods of glitching, then it stops for a while and is perfectly fine.

I'll keep looking, but thanks.
Don't get anything higher than a 6850 without upgrading your processor too (unless yours is unlocked) or there's no point, bottleneck city.
Aside from the graphics card and processor if you really wanted to blow all of your money you could switch out your DDR2 ram. 440mhz for RAM processing speed is extremely slow and for fairly cheap you can double your speed and why not, Why run Old DDR2 when your Motherboard supports DDR3? :/
My Suggestion:

Naw man I'll just download more ram it'll be fine

You may need to upgrade your powersupply as well... If you look on the back of your computer it should be written somewhere on the powersupply
Well his motherboard doesn't support DDR3 RAM so that would be a complete waste of money, not to mention 1866 and being rated 1.65v is also a complete waste of money if you're not overclocking high end hardware aswell.
And a new powersupply will probably be necessary for a 570 with new processor, if he goes that route.
