Sup. Uh, I need a new processor since I'm bottlenecking my 4850 with my single core S939 AMD Athlon. I'm going to invest my money into a dual core because I don't need my PC for much except racing games and broadcasting my 360.
Here are my specs.
Processor: AMD Athlon(tm) 64 Processor 3400+, MMX, 3DNow, ~2.2GHz
Memory: 2046MB RAM
Video Card: VisionTek ATi Radeon 4850 HD 512 MB
Operating System: Windows 7 Ultimate 32 Bit
So, yea, it's not much at all. Just something to get by.
Since S939 was discontinued I only have one real option when it comes to upgrading my CPU.

save up and get a new board, cpu and possibly RAM
You shouldn't have to reinstall win7, the worst that could happen is that you'll get hal.dll errors. The workaround for that, is to replace it with the correct one from the installation disc.

Like I said, I don't need my computer for anything special. Just word processing, and racing sims that do not require much whatsoever.
I have the money to get something better, but, I don't need it. I'm not much of a PC gamer.
That's a good CPU, but i prefer Intel myself.

Anyways, an Athlon II x4 620 processor is the same price as that one you're looking at, and it has 2 more cores and is more 'modern'. Though I would take Pepper's advice on saving your money.
