IRA was a terrorist organization, no dispute about it. They did however fight for a good cause. During the American Revolution The sons of liberty tarred and feathered dozens of British tax collectors. During the South African fight against apartheid the rebels set up their own courts to avoid the racism within the national court system and commonly employed torture (most famously necklacing). Every Independence movement has it's fringes, but it is not reason to disavow the entire movement.
Sinn Fein will probably ask for compensation for waste of IRA resources to kill him.
It was [i]said[/i] that the top men didn't know about it. It's probably never going to be verified, but it's rare for an Irish citizen from down south to be killed by the IRA during the troubles, apparently it was a rouge agent who gave it the Ok. I'm not saying the IRA were completly right in every decision they made, but please read the article before trying to jumpstart a bandwagon.

Every movement does indeed have it's fringes, the IRA caused most of them here.
