How so? Social issues like lost keys affect everyone, even the ones in charge.

Well I think that it's the fact that he seems to assert that his state has an observably higher rate of key loss than other places. A more accurate statement would just be "Loads of people lose their keys where ever keys are manufactured and people posses them."
It's the inclusion of 'damn keys' though that takes it over the line into a logical absurdity, though. It's as if he is a survivor of one of the many 'lost key fiascoes' that have rocked the state every so often when then the conditions were right and everyone in a parking lot simultaneously accidentally flung their keys through the air, resulting in mass confusion as the mess was sorted out.
