I need a new GPU and a new PSU as my current PSU will not be able to handle a newer video card.

You won't really get any extra juice out of it with a Pentium Dual, so that'd have to be replaced too.

Pretty much. Either upgrade GPU/PSU now, save up and upgrade rest later, or save up around $150'ish and start all over with a new computer.

A Core 2 Duo is a plausible solution, since it's somewhat decent. An entirely new build would be best, though.
As we said in your other thread, you'd be better off saving up for a new PC. You already need a new GPU and PSU, and you might need a better CPU in order to be able to use your new GPU effectively, and if said CPU isn't compatible with your mobo (chances are it won't be), you'll end up replacing the whole damn system anyway.
Sell that shit, and save up for a better computer

I have DirectX 11, why would you say otherwise? I don't have enough for a new PC.

All versions of Windows 7 have software support for DirectX 11. Which amounts to practically nothing, aside from it showing up in system information.

Also, if we knew what motherboard you had, we could narrow down what your options for CPU upgrades are. I've used a Pentium D machine myself and the motherboard limited my upgrades severely.
Download Speccy or CPU-Z and find out what motherboard model you have.
