For all I know the only way to fix this is to format my hard drive. But before I do that I request your help facepunch. I can only run my computer in safe mode and that message pops up whenever I try to do anything. If try to use it normally this message pops up when I try to log in.
This should help you:

Do you have a recovery partition that you can boot into?
I think you need to acquire a start-up disk.
You can use a Vista recovery disk from Neosoft to fix the issue. As far as I know, it's completely legal.
Microsoft seems to have realized this problem, and have thankfully made a recovery disc for this purpose. It contains the contents of the Windows Vista DVD's "recovery center," as we've come to refer to it. It cannot be used to install or reinstall Windows Vista, and just serves as a Windows PE interface to recovering your PC.
