This sale probably means Verizon wants to get rid of as many of if Droids as possible before customers will no longer care about them – with the HTC Thunderbolt coming really soon, and the other three new LTE Android handsets following shortly. I've already got an EVO so this doesn't really concern me. Seems like a good deal though.
Whats the difference between the Droid 2 and Droid 2 Global? The name is kind of ironic because almost nobody outside of the US uses CDMA so it's not a useful phone globally.

Not like for ATnT, in which you can just go and get set up right away.
