The day’s first shooting happened about midnight in Washington Heights on the Far South Side. Two men, 18 and 20, were riding in a car in the 1000 block of West 97th Street when another vehicle pulled alongside them and someone inside opened fire, police said. The older man was shot in the head and taken in critical condition to Christ Medical Center, and the younger was in good condition at Little Company of Mary Hospital in Evergreen Park in good condition with a graze wound to the abdomen.
http://chicago.suntimes.com/news/10-shot-in-thursday-attacks-across-chicago/ I only quoted the report on one of the shootings. Read the article to see them all (it's a short read). There was also a police shooting.
How much of a fucking low life do you have to be to think human life is so easily disposable like this.

With the Broken Window Theory, you can see how places like Chicago, Detroit, and Buffalo operate. The world doesn't give a shit about you, and you gotta survive on your own two feet. You may grow up in a really bad neighborhood, and across the street you can see some really schmancy gated community. It can screw with your head and make you question what you are willing to do to make life a bit easier for you and your own family.

Because what you posted is not related to broken windows theory at all.
Do you know what broken windows theory is? The basic idea is that if someone breaks a window and no one repairs it, more people are bound to break windows because it's observed that crime will go unpunished. What I was saying is that if people live in a shitty neighborhood, but across the street can see what a "good life" is like, it can sorta screw with their heads and make them ask, "Why should I give a shit about morality? They clearly don't." and act simply on the notion that they are not going to be punished for being immoral.

That doesn't even make any logical sense.

People can justify anything to themselves. It's more of a "if I whack that guy on the stoop I can get more cred with the gang which means I get a larger cut f the drug money. That means I can feed my family and keep a roof over my head". It's not like most of these guys are the John Wayne Gacey type.
