I'm no native speaker, but "top spot" sounds like it was the fastest before, but it actually was #3. The article mentions this, but the title is weird imo.

top spot I guess as in "off the podium" which typically includes #1-3
I'm happy to see supercomputers have become this big competition. It's like a mini space race, and should lead to some cool stuff.
