I'm looking to buy a DSLR Camera that can record video too. Any recommendations? Preferably Under 1000 dollars.

3100 looks promising as it has video autofocus, but only records in 24fps, which is cinema FPS.

550D also have video autofocus. If you are buying DSLR and wanting to use the video capturing features frequently, go with Canon. The overall quality of videos from Canon DSLRs are always better than their Nikon counterparts.
550D is much more refined for video than any of the nikon line of SLR's. If Video is a key feature, the 550D is WHAT you want. Or, I'd wait a month for the 60D to come out and the price of the 550D should drop a good bit.

My dad recently just got the Japan version (Kiss X4) of the 550D. So far it's wonderful.
