Obviously this means that the graphics card isn't getting the power it needs to run, but what are the actual results? Like what do you see in game, etc?
System instability and eventual hardware damage; Usually the PSU itself but it can affect the mobo.
Yeah, basically what Loen said. Something will eventually break, most likely the PSU. However, once the PSU goes out, other things might be taken with it especially if it goes in out with a bang.
Is that number based on the card's minimum wattage? Because when I look up the XFX 4650 (my current card) it says the minimum wattage is 400W watts, and my PSU is 250. Am I damaging my system?
It's the recommended usually. You should be fine I guess right now. Just if you ever want to upgrade something, the PSU has to be upgraded as well. Your PC is a prebuilt, isn't it?
You should not buy a 2 generation old mid-end card.
Oh what. I thought OP said he already had the 4650. Yeah don't buy anything yet. I'd just save up since you are on a weak prebuilt.

Oh, dammit rate me bad reading, he did.
Oh haha. Anyways, just try to save up money OP for a complete rebuild. 4650 should keep you fine 'till then right?
