Modem / ISP randomly drops throughput for ~5 seconds

My internet has an issue where I can't send or receive packets for about 5 seconds. My computer, my router(s), nor my modem show any signs of losing connectivity. It ussually happens every 10-20 minutes, and it the event can last up to 30 seconds causing some games to disconnect entirely.
In task manager the event looks like this (while loading a video):

As an avid gamer this is extremely annoying.
I have used different computers, a variety of different setups with routers and cables/wireless, and finally bought a new modem, all to no avail. ISP claims it's nothing on their end. This issue originated for me after a big internet outage for mid-western US in mid-2015.
Router is a WRT-54G V2 and modem is a Cradlepoint MC100E mated to a Cradlepoint CBA750 V2. Firmware is up-to-date.
I had the same issue, I was very busy at the time with work but eventually my ISP (Charter) appeared on my road and the problem was fixed shortly after. I experienced many of the issues you claim, I would be playing GTA V with friends and would drop out of servers due to a few seconds of packet loss. During the daytime I had 0 packet loss. Sorry for not helping much, just isolate the problem to where it could only be on the ISP side. Test directly off of their equipment with multiple computers, get a replacement modem, but just keep pushing them for a fix.
I wonder what a traceroute looks like when you see no packets getting through?
