My motherboard just recently fried, possibly shorting my PSU. I have a new motherboard now (it got RMA'd). When I connect my PSU to my new motherboard, all I get is the LED next to the 24pin connector on the motherboard to light up. I disconnected everything, and ran the paperclip test. When I ran that my PSU fan started up, and it passed the test. When I connect it to my motherboard then the PSU fan doesn't start up. Could half my PSU be blown, and not be pulling enough amperage to start up my computer? Every other cord is connected fine.

Did you reset CMOS and power everything back on?
The paperclip test only proves that the PSU can power up, it doesn't tell you whether it can take a load or isn't outputting dirty DC.
Look through the vents (or if the PSU is out of warranty, take the cover off) and see if there are any blown capacitors (round cylinders with xxyy uF / xy Volts) or if there are any other burnt or exploded parts. Just make sure it's been unplugged and don't poke around in it with something metal so you don't blow anything else up.
Ok, thanks bohb, and vuu, it didn't work. I looked on my Corsair 1000w box, and I have a 5 year warranty. Sadly they aren't open today, so I just have to wait.
