I'd say from trying it my self(and failing) Doom. Then again from seeing the communities I'd have to crown Quake as the winner.

there are many games that are great for learning the basics of re texturing and modding.
here's a few that I have found to be not too difficult to get started on.
[i]Side note:I would recommend familiarizing with DDS format textures for easy modding, seeing how many games use this texture format.[/i]
[b]-Hitman: blood money
-Anything based on the Source engine (Garrysmod, HL2, HL2DM, CSS, etc.)
-Fahrenheit: Indigo Prophecy (no extracting needed, almost all the files are easily there to be modded via DDS format)
-Cities Skylines
-Starbound(2d modding)
-Fallout 3 +NV
-Elder scrolls series
-Mount and blade series (again all files are there in the folders, no need for extraction. they are in DDS as well)
-Stronghold 2 (all files in folders as well in DDS format)

GMOD and to a lesser extent Roblox have great modding communities behind them due to Lua being a relatively easier to learn language.

The Paradox games are fairly easy to tweak, especially the newer ones such as Crusader Kings 2 and Europa Universalis IV

You can try RimWorld. You can also try games that use the Unreal Engine. I Remember being able to make my own levels with ease after some tutorials, and it being extremely fun tinkering with all that you can do in UT and UT2004 with bots.
