For 250, you want a GTX 570 really. It'll outperform the 6950 in most stuff.
What are you using it for?

High-end gaming and game design (3DSMAX, UDK).
GTX 570 then, probably.
ATI cards are good for repetitive number crunching, GTX better for graphical stuff.
If you get GTX570 with good cooling you can overclock it to get similiar or greater performance to 580.
