Damn, a whole floor evacuated just for some suspicious powder. All one really needs to do is mail letters everywhere with a pinch of flour in the letter and you could create a mass panic.

You would think the guy(s) behind this would realize after the first one, hell especially after the second one, that the letters aren't exactly going to work for whatever reason they had to send them.
Letters don't have to actually harm anyone to an act of terror. Simply having to worry about one's mail makes it a successful attack.
Is there a connection between the people receiving these letters?
