A long time ago I went to a garage sale and I bought this. I just recently found it. I have no idea what the fuck it is or what it's purpose is. I can however, tell you what it does.
Well first there's the block (FIG. A) on the block there are numbers, lines, even some abbreviations. It sorta looks like an over complicated ruler. :v: There's also a moving clear plastic piece that has a line in the middle. Supposedly used for marking a number or something. (Used like a flag) Lastly there's a piece in the middle that slides out. (FIG. B) This also contain numbers. Oh, and there's numbers on both sides of the block.
My theory:
Some kind or engineer's tool (No, not TF2)

It's a Cartographer's/ map-makers slide-rule. It's used like a calculator/ruler. It's an incredibly awesome tool if you learn how to use it. If you ever get into drafting, it will be invaluable. Sadly, they're not worth much of anything, because people still make them, and that one you got there isn't very old at all. Keep it, and learn to use it.
