I recently upgraded from Windows 7 to Windows 8 RP and I think that it messed up Steam Voice Chat. This is what it looks like when someone calls me:

The red bars are flashing.
And when someone calls me, it seems like they never pick up, when they actually do. I did some tests to see if the problem was my computer or my router. I called my friend and it didn't work. I called another computer in my house and it didn't work. But I called my friend using the other computer in my house and it did work.
I can use Skype ok and my microphone works fine. I'm thinking it has something to do with my firewall, but I don't know where to start with that. I am using the Windows Defender for my anti virus and firewall in Windows 8. (for those who don't know, Microsoft bundled Windows Defender and Security Essentials into one and it's included with the Release Preview)
Before I upgraded to Windows 8 from Windows 7 it worked perfectly fine, and I think it stopped working after I upgraded but I don't remember.
That's actually seen whenever Steam is having trouble connecting you two. It's Steam's version of Skype's "hold on while we try to get the call back" message.

What does that mean I have to do?
Generally, seeing that means the problem, at least as far as steam can determine, is physical. Check your mic, your network connection, your VoiP-a-bility, your motherboard, in some cases your memory, also check and make sure the red bars persist after you chatter in the microphone for a bit. Sometimes noise cancellation makes steam think it's not getting a good signal. Do the ssame check on the receiving end, just in case.
I've tried all of that stuff and more. I'm really led to believe its the firewall.
Make sure it's not blocked in Windows firewall and try disabling the router firewall
I am just wondering, since my parents are divorced, i have two separate computers that i use. and the red bar is popping up on both computers which means i cannot talk to any of my friends on both computers. I have tried everything that you have said and none of them are working
