A lot of terrorists have small explosions so when people go to check it out or help they get hit by a second larger blast. It isn't a weak threat.
Could you put metal fragments inside the bottle in order to kill people or do these kinds of bombs not make that much energy?

I'd say they ban water bottles from flights but they've already done that. Okay, they'll ban them from the airport completely. Those overpriced stores past screening can then sell tetra-pack water for $20 for 500ml.
