This bill is pretty straight forward. Not a ton of legalese to sift through. Note that if this gets through and signed it would only apply to residents of the US.

Or American citizens living abroad, for that matter.

It points you to some federal law where you can read the definition
the last I heard of this happening was that TOR users/internet activists were being harassed at the border and having their harddrives stolen.
