When does Intel use this to say that Amd's new processors are just glued together rocks
Isn't this standard practice? Do a bunch of binning and when two of the cores don't work properly just turn em off and ship it as the next lower thing down? Doesn't Intel do this?

This is exactly how AMD did their previous chips. With phenom chips, some boards could 'unlock' these cores and turn them back on, though it often brought a lot of system instabilities along with it, there's a reason they were turned off in the first place
