Even they will more very likely vote to join the United States.
They will be either less/more unlikely become a new state as for right now due to Congress is still corrupted to care their own territory and will go not pass it despite territory wishes or this is Non-binding referendum and means this likely never going happen if US government actually serious to make Puerto Rico as new state.
And also with more bad timing as same Republican majority are repealing Dodd-Frank Act will cause new recession again (and maybe Puerto Rico case probably further down into economic Depression).

Need to quit the non-binding votes over and over.
The majority of the people aren't going to go vote and the political parties aren't going to quit boycotting them if the vote doesn't make any actual difference in the status of the island.

You can't if the US government really seriously wants Puerto Rico as their new state.
But until then Puerto Rico are continuing but these Non-binding referendums as an excuse for fix their economic problems.
Statehood would allow PR to pork-barrel government projects like every other state.

Yea, this one succeeded this time, because they were lower turnout than others ones but all they are non-binding which means they are officially useless and can't treat be serious by US government.

Not to mention boycotted by several major parties, one of which is the independence party, meaning that the results may not reflect the actual wishes of the actual entire populace.
