i think their system of logic is this:
release sensitive data->upset customers->upset customers complain to company->company forced to improve security and/or make up for user losses->ultimately better security measures and more ambitious in protecting their customers?
I guess they treat as a kind of "reality check" to corporations

Seriously, why not release this information solely to the company. If the company doesn't change anything, make a huge fuss about it. Send the information to the NY Times or some reputable news outlet. Instead anonymous are harming me. It doesn't matter what good they do because now I've got an empty paypal account because of them.
They are generating negative PR against themselves. Maybe if five seconds of thought was taken, someone would realize how publicly releasing the emails and passwords to 28k paypal accounts might actually be a dumb idea.

Could just be another one of Anonymous' "Hey we hacked these people" but didn't actually hack them kind of releases.
Scare tactics work just as well as actually committing the act. If people think their paypal account has been compromised, regardless of if it actually was, they will panic.

I actually think that this is one of the reasons that americans find it so hard to protest against corporations and such. Whenever people start getting angry, anonymous pulls some stupid shit that makes all the protesters look bad.
