Laptop problem, refuses to start but does on some occasions.

My mother got a laptop some time ago, it was used and we knew it was in this condition.
The problem with the computer is when you try to start it you hear 1 long beep and then 2 short ones, followed by nothing happening until you hold the power button until it shuts down and you can try to start again.
The thing is that it starts sometimes, sometimes on the first try and sometimes on the 205 (and everything between) time. The computer originally belonged to my brother but he got a stationary so our mother got this. We've sent it to repair on the warranty once and they sent it back after 2 days (the entire time it was gone were about 30 days though, fucking germany and your slow mail) saying that nothing was wrong with it. Not soon after we had got it back it started to do this again. When the computer do starts it works without any problems.
Things we've tried

[*] Gone through bios (done by my father, I don't know anything about this)
[*] Installed new OS (windows 7)

I don't know much about the computer overall except that it says "amilo" on the front and that we bought it 2009? and it has been troubling since.
Now my question is, is there any easy way to fix this without paying anything or do we have to keep it in this shape?

seems like that is a problem with the video card so its fucked. I thing the amilo laptops were dells really expensive laptop with shitty specs right?

you could see if the video card was seated wrong but if it has a intergrated card so I think the only thing that would fix it is a new motherboard. but that would probably be not be worth it. also the one I was thinking about was adamo.

Your video card may be going out in your laptop.

Some laptops/desktops use some very odd beep codes so it could be something else.

But yeah, it's very likely this information is right.
It could be your motherboard. I had a similar issue and later found out the motherboard fried on me.
