I heard recently that when you use a VPN, it does not use up your download limit that was set by your service provider. Is this true?
No. A VPN makes the devices think they are connected directly, without anything between them and having added security. (Useful for accessing a business network from home). Your ISP will still see the data going through the pipes, but they won't be able to see what it is.

We used to do this at college. Some guy in a house near by had an open wifi access point so we VPN'd to a linux box at my mates house to avoid the guy finding out we were stealing his internet to watch TV online at college.

I doubt he'd have found out, if he hasn't passworded his router then he probably only just knows how to connect to it himself
