I'm unsure as to what rig to actually choose, I was going to go for an AMD setup but I honestly don't know what's best.
What I want from this is:
-Multi-tasking smoothly, flipping through programs and whatnot
-Recording & Playing high-end games
-Rendering the recordings into a video
Hopefully there is a perfect build out there for this much.
An i7 9XX series is good for multitasking, whereas a 2600k or a 2500k are supreme for overclocking. (Especially the 2500k on air cooling. As high as 4.5Ghz~)
Depends on what exactly you want to multitask.
The 2500/2600k is more verastile, and more value for the money.
Although I'd still say that a i5 2500k and 570/580 build is most likely more then enough for your needs, considering that you mentioned games. You don't need to spend more then necessary.

But yes, this buy is pretty much right, although you could fit a 570 into it. Also if you're really into multitasking an i7-26/700k.
I would say get a 580 with that budget. A nice 24" monitor too.
580 isn't really worth it considering you're paying one-third the extra price from a 570 for 10fps extra. He should put his money elsewhere in the build, like an SSD, if he's willing to pay that extra.
570. If you want 3 monitors or more go SLI 570.
