To be fair it could still have worked but not been rated against the weapon's round at close range

Willing to bet the vest was poorly maintained and put up against a calibre that it wasn't meant to protect against at close range - bonus points if the man was shot through an area where there was no protective material, OR there was no kevlar/ceramic plates in it at all, or both.

They could've tested the vest WITHOUT the guy wearing it. This was just a plain disregard for gun safety.

Exactly, they aren't actually bullet proof anyway they are [b]bullet-resistant[/b] which a lot of people forget
Bullet proof vests expire. Kevlar degrades in water and UV light.
Other materials like spectra or dyneema may last longer, but I don't know

The way it's worded, it sounds like he was just wondered if it worked and the other dude whipped the gun out and fired.

Sounds very much like his cousin was the complete knobhead here.
I wouldn't be surprised if it was just a 70's or 80's Flak vest, not even something rated to stop bullets. So many times I've seen people at surplus stores think flak vests were bulletproof.

You can get flak vests for like 10 bucks at surplus stores and often times they're sold as bulletproof vests even though they need plates in them to do anything at all and many of them weren't even intended to mount plates. Wouldn't shock me if this was the case here.

Not if the Kevlar was encased as it usually is in most vests with Nylon, then UV is not a factor. Also water doesn't usually effect it unless its somewhat corrosive like sea water, normal moisture and tap water (as long as it hasn't been sitting in water for weeks) won't affect its performance.
Like said above, it was probably shot with a round that was above its rating. Shame the guy died but if you want to test a vest, you put it on a dummie, not on yourself.

The case degrades with time and wear, ultimately exposing the innards. It is why the vests have an expiration date. Generally if you aren't wearing it constantly, the expiration is going to be stupidly conservative.

I think it was so sudden the guy wearing the vest never had the chance to think about it. The cousing just pulled a gun and shot him.
Put something like a watermelon in the vest, not an actual person.

Could be any factor really, but considering he said 'still works' it implies that it's old.
