We have a "road of the future" here, where they are constantly testing out new things. One of the things they tested out was fluorescent paint. It was really bright and awesome in the beginning, but it got very dim quickly as a results of it being exposed to weather, traffic and exhaust gases. I don't think it's a great idea, unless you're prepared to recoat everything every few months or so.
