The term refers to lands in which Palestinians live where Israel maintains a military presence, including the West Bank.

Apparently when courting rich Jewish donors, US politicians not only have to be staunchly pro-Israel they need to deny the fact that there's an occupation in the first place.

The words Adelson was looking for were "Judea and Samaria".
