Honestly? Good. The plane and it's systems are vital for sure, but it's no mystery that contractors use WAY more money than necessary when it comes to these high profile projects
I guess that's a good thing, as long as they aren't cutting corners (if cutting corners on Air Force One is possible) Is there a bigger issue I'm missing here though?
Tbh the one good thing I can see about Trump is that he's going to probably be able to strike very good deals for the US however unless he can improve the economy, will that matter in the end, at all?

Just round it up from $3.2 billion to $4 billion, say "I'm gonna make them charge less than $4 billion", and it seems like you win somehow.

I wouldn't be too optimistic about this. This is going to be an even tighter budget for Boeing Airlines. I don't know whether this would make Air Force One and the F-35 program just as good as a +$4 billion budget, but I know they're either going to be cranking it or make it less impressive. Hope is the only thing I can grasp onto with something like this, as in I hope it will be just as good.

(naturally recognising that the weapon platform capabilities of an F16 is smaller, but consider having 2 of them using their combined arsenal instead of 1 F35)

So that kind of limits it to 747-8 or a C17 unless they would go foreign.

The original figure was $3.2b, and I guess Trump adjusted for future inflation or whatever to get to $4b, but Boeing going out and saying "we'll do it for less than $4b" is simply good PR for both them and Trump with no current consequences - how much less, will some functionality be lost (that will probably be secret, but whatever)? Four billion is outrageous apparently, but "less than four billion" is completely palatable? Sure, Trump probably has done good things - can't come up with one right now, but he probably has. If he goes through with standing up to defense contractors, sure that will be a good thing.

Maintenance gets more expensive and new ones should be more cost-efficient.

I personally do not know what's in the plane, or the value of each individual part, so I prefer to keep my mouth shut about that. What I do know is that trump said the contract is worth $4 billion, when the contract is actually $3.2 billion, a 20% difference from the facts. What I do know is that trump said that the plane would be under $4 billion, when it already is under $4 billion. What I do know is that trump bragged about saving a lot of jobs from that air conditioning plant, but he barely saved any, and I think there was something else about the jobs that I can't recall that was important to the fact that trump was being an idiot. What I do know is that trump and his team have manipulate and misrepresent facts in the past to make it seem like he's doing more than he actually is. I don't know about you, but I think that a president misleading the public is pretty big issue.
