He was being tasered. Even if he was going to grab a gun he was already effectively disabled. Why whip the gun out and kill him?
The fact afterwards that there was no weapon found further digs her hole deeper.
Yeah, looks to be pretty clear cut excessive force. From the dash camera its rather obscured but with the view from the helicopter its pretty clear he was not causing problems and seemed compliant up to that point. Taser seemed unnecessary even at this stage though he may have just been verbally belligerent or hostile, couldn't tell from the videos.

Makes me wonder if the gun officer got jumpy from the use of the taser from the other officer. Not thinking about the fact that he had a gun and not a taser out.

Only one shot seems like she panicked and when he reacted to the taser or the sound of it made her lose it. Not excusable though.

It's standard procedure to have lethal cover going when tasers are out, it's pretty normal and you'll see it in a lot of footage of US cops with tasers out. The procedure is legitimate as far as I'm concerned. The main cause of the shooting was most likely that the officer's finger was on the trigger, and you can hear from the radio chatter that she was very, very panicked. When the other officer fired his taser, it likely evoked an instinctive sympathetic fire response. Her finger should not have been on the trigger. It's unfortunate that this will most likely be taken in the direction of race, because it is at its core a training issue.
It's a shame that a training failure and a moment of panic is about to wreck the officer's life, but at the same time that training failure just cost an innocent man his life. I can only hope the american media will at least mention the need for heightened training standards at some point in between the inevitable white-on-black violence race baiting. The only hope for any silver lining to come of this is that proper attention is paid to training so that this doesn't repeat itself.
Barring the reveal of some truly groundbreaking evidence that completely turns the case around, though, I'd have to say this is a pretty clear case of a bad shoot and the officer is thoroughly fucked.

That's exactly what I mean. It makes sense to have one officer with the taser out and another with the gun out/ready just in case. Since it's difficult to switch from a taser to a gun in a short amount of time. She just had a monumental fuck up.
