No, seriously, are new types of enemies really that hard? Even if it was only an abstract AI with different spells used without individual dungeons, but a wider spectrum of species I would play Skyrim again. Sure, the idea of infinite leveling is nice, but it doesn't make sense if the gameplay remains bland.
I really hope Legendary difficulty isn't just a buff of enemy health and damage again.
More artificial difficulty without substance I guess. "Oh hey look now I just do 1/4 the damage and receive 4x as much damage"

That's a really cool idea. I shame it's not in Morrowind or Oblivion. It'd be kickass since in those two you can powergame as hell, especially Morrowind.
I don't want to jump on the hate boner for Cowadoody but...this sounds almost exactly like prestige mode, artificially making you redo everything you already did.

It's not as though if "Cowadoody" does it that it makes it a bad idea. "Prestige mode" is a common concept for a lot of games and quite frankly adds a lot of replayability. I have a friend who beat Skyrim [I]entirely[/I] (max level, every quest, etc.) and now has nothing to do, so something like this would be fun for him (if he weren't a console fag).
I do agree that they need to add some sort of new difficulty with this "legendary" mode, as endless grinding is just not fun for anyone. It's one thing when it progressively gets harder, but doing the same thing over and over again and expecting something to change... that's insanity.
That's more or less what I mean, prestige mode in Call of Duty is just a more popular example. It encourages replayability, while providing little incentive to do so, while this would normally not fly (I guess?) with other people, Call of Duty is a multiplayer game, and the multiplayer aspect gives a much larger realm of replayability. "Prestiging" is simply a tool as which to keep them occupied once they hit max level. It does not add anything, just as this legendary mode seems to not add anything either. Of course, there are the perfectionist, who would seek to do every quest, and I suppose this would aid them in their inevitable strife with boredom.

But yeah, maybe some other difficulty besides increasing HP would be nice, but if they were to increase the effectiveness of the AI in legendary mode only, it would seem rather unbalanced as the low level bandits are not only weak, but incredibly stupid. Increasing the AI's abilities past their HP would do wonders for this game, but I suppose the mass audience would object to it, with reasons such as "too hard" or "change" which I cannot particularly disagree with them. Making the AI god-like in their knowledge of combat would be pretty unfair, even with low HP. There's a certain balance in smart AI that is the difference between frustration and challenge.
