I mean he didn't promise to look at the compensation issues, although not to go after the soldier but he should have filed the correct paperwork otherwise the army was always going to dispense the money to his ex instead of his parents.

It's kind of a state provided life insurance, if the person in the military is the breadwinner it makes sense that their dependents wouldn't be suddenly put on the streets.

Trump's known for skimping out on payments he promised in the first place. There's plenty of stories going around of small business owners who Trump hired for work on his big dumb mansions and who got paid a fraction of what they were promised.
He notably fucked over several businesses involved in building the Trump Taj Mahal by filing for bankruptcy so fast after opening day he had not even paid all of them. Contracts meant to pay out upwards of 200,000 bucks ended up paying about 70,000 after years of legal procedures.

Honestly, given the number of times he's had someone work for him and not pay them what he promised, it's a wonder he hasn't had a hit called on him long before he even went near politics. Cheating people out of their money and time is a great way to wake up one morning with a well-deserved knife between your ribs. After all, it amounts to using slave labour.
Trump kind of specifically targets smaller businesses because it's easier to get free work out of them and dismiss them with repeated legal bullying when they outlive their usefulness.
