Yes I'm French, I was born in France, but I live in Canada (since the past 11 years). The song is the Spy's theme, and of course the Spy is French (well, supposedly Franco-Spanish). As for where the song was written, I don't know, but it isn't quite relevant, because the song is a strong southern (well, not just southern, but more prominently so in the south) French music stereotype, both in style and chosen instruments.
I mean any good music composers could write/compose songs of any particular culture wherever they want to, if they're talented enough, so where it was written isn't important, it's what it represents that it's all about, and TF2 is all about stereotypes as well, not just for the Spy but every other classes. In my case it picks up my origin dead-on since I was born in Lyon, it's strong Bal-musette-inspired music.
