Imagine a normal flat, but remove a few square meters. I've been to an apartment similar to the one in the picture, but a bit more "decent".
Their living room was about 50% the size of my bedroom here in Sweden.

This looks like a miniature city, the whole background being covered in taller buildings make me think of that... or maybe just the perspective.

I bet ya the Walled City probably inspired the complex in Dredd.
Well, not everyone can have a fancy big house and this is the best way of providing many people with houses on a small area.
