No, he didn't quite say that. However, The Verge tells me that Woz declared in an interview with Dan Patterson and the co-author of his autobiography, Gina Smith, that Windows Phone is like being "with a friend, not a tool."
Some of my tools can be remarkable friends at times -- and vice versa. However, what Woz appears to be getting at is that he finds Windows Phone's interface to offer considerable aesthetic pleasure. And he believes that someone hired away from Apple must have been a part of this design.
Oh, and he also thinks that Microsoft must have reincarnated Steve Jobs. No, really.
He contrasted Windows Phone's attractiveness to that of Android in fairly stark terms. He said that there is "no contest" between Windows Phones and Androids when it comes to the sheer, you know, experience. He described Androids as "more awkward."
Woz does like to say nice things about life, the world, and several different phones. However, after the interview was over, he did post a comment to the A New Domain site to clarify and perhaps temper his apparent enthusiasm for Windows Phone.
"iPhone is my favorite phone. I did give my opinion that the Windows 7P phone had superior visual appearance and operation cues that were also more attractive. In my opinion, it sets the mark for user interface," he said.
He believes, though, that Apple must be behind Windows Phone's prettiness.
He said : "I would recommend it (WP) over my Android phones.... I surmise that Microsoft hired someone from Apple and put money into having a role in the UI and appearance of some key apps."
You must still think I was kidding about the reincarnation of Steve Jobs.
But, no. For here is the last element of his comment: "I also surmised that Steve Jobs might have been reincarnated at MS due to a lot of what I see and feel with this phone making me think of a lot of great Apple things."

I wouldn't say he disses android, he's given such pros and cons about andriod before he's just saying how microsoft has changed it's style the pros of what an apple product gave. Woz will still have an android.
So he basically says: "It looks nice and handles nice so they must've got a guy from Apple to do it!"

It certainly looks very stagnant, I can imagine the UI getting veeery boring very quickly.

They seem to be going with that "flat" UI trend like they did with Gmail. I hate what they did with Gmail.
While I love Android, I have to admit that I find Windows Phone prettier.
It is really a matter of personal taste. Windowsphone is either beautiful or butt ugly depending on who you talk to, it is divisive.

Android 4.0 is a significant UI overhaul and looks much nicer. Windows Phone is nice but Google are addressing the fact people didn't like how it looked.

I think Holo is bloody brilliant, it does look great if used properly.
I have cm7 and I made my phone look as nice as I want it to be. I honestly don't care if other phones are simpler and cleaner, android is useful as fuck.

I like the metro interface but I think it worked way better on the Zune than windows phone, there were a lot of things that made me want to buy a windows phone (syncing with zune player, not having to jump through 8 million hoops to set up a development environment, the universal chat functions) but in the end I bought android for 2 reasons: I liked the phones better for Android, and the ICS GUI I thought looked amazing.
I'd prefer flat and basic than messy and glossy, if there's something that really gets me while using iOs it is all the fucking glossiness they put in their icons.

think both Android 4.x and WinMo/Win8's UIs are nice.
Android 2.x? not so much. Can't really go back now, 4.x is just that big of a improvement (especially on tablets)...
iOS looks just a smidge dated, but it's still pretty passable.
iOS looks standard now since it pretty much jump started the industry.
I hope iOS 6 looks different.
Windows Phone 8 will probably look a bit better than 7 when it is announced.
I love how when he said that Android was better everyone went around cheering his name and now that he does the same with Windows Phone people are making excuses.

i'm an android fanboy and i think windows phone looks much nicer
from what i've seen things are neater and more uniform, i still stick with android just for the development and the rom hacking community though

As a user of Windows Phone 7-I love it, you can change the default colors, so when you get tired, BAM! Oh, and the wallpapers are very abstract, and I bloody love abstract art. The apps are good (if you're willing to pay) buuut it uses IE, 0/10, would not bang
lol don't even think about insulting the great Woz.
I've had a windows phone for a year and half and I still find myself just staring at the homescreen, swiping it left and right, admiring how beautiful it is.
I like the phone itself, but I just hate Metro as a design language.

Mango looks good and performs great unlike iOS and Android, seriously, try the same hardware under these OS's and see who beats who. Tango is said to use even less resources than Windows phone 7.5. Just because there's not much of a userbase doesn't mean its shit
