Reminds me of when the UK's nukes only needed a single bike lock key to use them, because it was an insult to an officer's honour to have more protection. They finally upgraded to code locks everyone else uses in the late nineties :v:

Iirc, launch bunkers like the one in the photo sit on top of some really big shock absorbers to protect them against the shock of nukes striking on the surface. If I had to guess, I'd say the seat belts and rails are so the officer at that station can access anything on that wall without being pitched around if the room starts shaking.
