It was most likely used to smuggle weapons and chemicals to make the solid fuel to make the rockets that they fire on civilians, that's some dedication there, I'm assuming that they didn't have tunnel bores to do this, it was done with tools alone :|

Since the strip is blockaded by the sea the only way to get medical supplies (and yes arms too) is to tunnel out.
