how do you open that one command menu

this is stupid i know but dont just think every one is born with this info

i forgot what it is called it is not the q menu or the c menu it is the one where you type stuff in like i thing if you type in "kill" you die

Options -> Keyboard -> Advanced -> Enable Developer Console.

Then press the button immediately left of the '1' key.
