one of the options on the syncing menu says convert higher bit rate songs to 128kbps, how do i change it to 192kbps? i tried googling but no good results.

Wait, why would you want to downgrade the quality? It would be a waste.
It saves space on your iPod if you don't have enough space for all your songs. It keeps them as high quality on the PC.
