I'm currently deciding whether if I should get a new GPU or completely upgrade my computer.

Hell, your computer is more or less the same as my Macbook Pro, but with half the RAM. And a non mobile graphics card. If you feel you must upgrade, I would go for a midrange GTX 400 series, but I am perfectly happy with my specs. I would just get a new motherboard with some DDR3, maybe 4 gigabytes.

could also get a core 2 quad if you need more power there, Q6600 or Q9___

I'd suggest you upgrade to 64-bit Windows 7, buy 2GB more RAM and a GTX 460 and preferably a new PSU. Then buy a new mobo/CPU later on. And a case, sinceI guess this is a pre-built as he did not mention his PSU/got an IDE HDD/ and probably just did some delicious copy-pasta.

The diferrence between 64 and 32 is barely noticable if you compare it to the other upgrades we arerecommending..
2GB RAM will be noticed.
New build. You can get a fairly superior one with $850.
If you are willing to spend on the high end of your budget, I'd go all new CPU/Motherboard/Ram/GPU. Combined with the rest of your components and you have a new more up to date system.
For a cheap solution just get a new GPU. For a bit more, upgrade to 64bit and add 2gb more ram, but this only really makes sense if you play ram hungry games. If you are going the cheap route it does not make sense to me to spend too much on a GPU. I'd go for something in the ATI 5770 or Nvidia 450 range. They are much faster than a 9600GT(so you'll notice a difference) and they should be able to handle 1600x900 in most cases.

I believe its cheaper then intels quads.

I would go with a new PC build if you don't mind using your budget up. Depending on how hard you game a build similar to mine might suffice. maxes Crysis for the most part (2x AA mind you). Doesn't get too loud, doesn't get too hot.
