9950BE a pain to work with for OCing, some help please?

I still have my 9950BE for daily usage, most especially gaming, but I purchased this for video editing as well... and I still have the same problems when it comes to overclocking. I can only reach up to 3GHz with a voltage of 1.48V, and my temps reach 55C at idle load... I'm looking for help on this. I've posted screenshots from AMD Overdrive and CPU-Z.

For the latter bench, what's strange is that it reads my HD4870 as an 8600GT... Another weird problem.

Make sure you've removed all drivers for your 8600 GT. Nothing may be present in the system from the older card when replacing it. You did update your 4870 drivers too, right?
9950BE runs very hot, it's not that ideal for overclocking.
use the bios
also you are running it at almost 1.5volts which can pretty much fry it, drop it to 1.35
Well, the only thing that's in my system that's NVIDIA-based is Physx, I've done complete re-installs of XP 32 Bit after I got this card, so seeing it as 8600GT on the GTA IV benchmark kinda surprised me. My last card was actually an 8800GT prior to this, and that was about 7 months ago. And yes, I did update my drivers. I'm using Catalyst 9.9.
For the voltage (I OC through the bios as well), I did try 1.35 but it wouldn't let me reach 3GHz alone..
then something else is wrong what is your motherboard, some just don't OC well

also are you maxing the multiplier?
I just bought my motherboard 5 months ago, Biostar 790GXB. I just actually rebooted my PC and set my FSB to 207 and my multiplier to x15, with my voltage at 1.47V... anything lower and its BSOD time.

sounds like some of the capasitors are damaged and aren't regulating the voltage correctly
geez... I got this motherboard for free from my supplier. Makes me wonder if I should've gotten that Gigabyte 780G instead, with the solid caps. I was actually after the ACC and SB750 coz I heard it allowed me to OC my 9950BE better. I even got one huge electric fan facing the innards of my chassis, which I left open for better ventilation, and it's pretty cold in here.
apart from that, I was looking to buy an x4 940 at the time but it was sold for 210.186 GBP at the time so I thought this would be a better deal. (i got it for 183GPB)
I'm currently running my proc at 3GHz flat, 200x15 with 1.35V (+ overvolted to 0.12V), and I get idle temps of 41C, max temp is 50C. Haven't tried playing heavy games yet, will try GTA4 to check on how far my temps go.
