Graphical glitches in certain games + monitor flickering?

Hi there.

A bit ago I posted a thread about how my monitor flickered (as in it would randomly shut off and come back on again, with no sign of reason why). It was suggested that I change power strips, and I did. The issue remained.
I recently started wondering if it could be a graphic card issue...

I found out that my GPU fan doesn't increase speed automatically. I only first started to notice this when I was playing Sniper Elite: Nazi Zombie Army, and I was getting polygonal glitches.

I opened up SpeedFan and found my GPU was running at around 86C.
Now, this problem's only showed up once before, in Battlefield 3, but I dismissed it as I was told it's not uncommon to get graphical glitches there, and it wasn't to this extent. It has never showed up again after that time.
Aside from these two games I've not got any similar graphical glitches at all in any other game. The graphical glitches still persist in Sniper Elite when the temp goes up.
I've started to periodically check what my GPU temp is and usually it hovers around 60-65 unless I manually raise my fan speed to about 80% (were as usually it's set to 50%) at which it'll go down to maybe 50-55C.

I've already decided that I'm going to invest in more fans, which I will when the 15th rolls around, but that still leaves me wondering if my card is fucked - or if it just acts like this when the temperature increases? Is it just a biproduct of having a heated up card for a while, but not necessarily a permanent problem?
The card itself is an [B]AMD Radeon HD 7950[/B]. As for cooling: 2 fans, excluding the GPU-integrated one (Yes, I realize this was dumb, hence buying more fans ASAP).
I've had this card (and the rest of the parts) since around mid-July.

So tell me, FP. Is my card fucked, or does it just act funny when temps go up?
And as for that:
If it is, could it explain my monitor acting weird?
And if it isn't, what [I]could [/I]be the reason my monitor is acting weird?

If that's the only game with this glitch, I suppose it's the game itself that causes the trouble.
Google for a patch of the game, this will usually solve those problems.
Updating your graphics card drivers mostly helps too.
