Windows 7: Taskbar unrensponsive after boot, clicking on anything on the desktop freezes the PC.

The thread's title sums up the problem. After booting, right after my wallpaper comes up my taskbar freezes and becomes unresponsive. I can still put my mouse over icons on my desktop and they highlight, but if I click them the entire PC just freezes.
I'm currently sending this from Safe Mode after trying to use Startup repair to fix the problem to no avail. What do?

Oh yeah, also Ctrl + Alt + Del and Ctrl + Shift + Del don't do anything.
If safe mode works then I'm guessing it's a virus or some program crashing it. Try an anti virus scan in safe mode

I ran a virus scan and found nothing, although I searched a bit more and found someone that was stuck in the "Starting Windows" screen and decided to give their solution a try. So I did bootsect /nt60 all in the Startup Repair prompt and left it booting for like 10 minutes or so since the screen was completely black, and it's back to working now.
